As President of the Philippine Nurses Association of New York during the COVID‑19 pandemic, he mobilized rapid, coordinated action to protect frontline Filipino nurses—one of the most disproportionately affected groups. With his leadership, he secured and distributed thousands of PPEs and testing supplies, launched culturally responsive public health campaigns, and led community vaccination efforts that reached thousands of people. His advocacy contributed to the early release of 5 million COVID‑19 vaccines for Filipino communities, demonstrating extraordinary impact at national and global levels.

Within PNAA, Dr. Remegio has strengthened leadership pipelines, expanded educational programming, and elevated the organization’s national presence through scholarship, strategic partnerships, and mentorship. Dr. Warly Remegio’s work across multiple systems and major contributions to Nursing Professional Development and Practice are exceptional in scope and transformative in their impact. As an inaugural System Vice President of Nursing Professional Development and Practice Excellence, he consistently paired visionary strategy with disciplined execution, producing outcomes that elevated professional standards and strengthened the nursing workforce.

Dr. Remegio’s significant impact is evident in the measurable improvements he has made across workforce stability, leadership development, and practice excellence. His systemwide initiatives, spanning new academic pathways, standardized residency and fellowship programs, professional governance, and competency frameworks, have produced exceptional outcomes. The organization’s $68 million cost avoidance, 89% nurse residency retention, 600% increase in clinical placement capacity, and 12.5% reduction in nurse manager turnover have made a direct and sustainable impact on the conditions under which nurses learn, practice, and lead. These outcomes advance healthier communities by ensuring a stable, well-prepared, and highly engaged nursing workforce. His organization, serving 27,000 people every single day, spans across 185 towns and cities, and Dr. Remegio’s impact has elevated care in the entire state of Connecticut.

The substantive impact of his work extends far beyond any single institution. Dr. Remegio has built scalable academic–practice models that address national priorities: nursing shortages, faculty pipeline gaps, and inequitable access to professional advancement. His leadership in establishing new BSN, RN BSN, LPN RN, accelerated BSN, and MSN Education pathways in collaboration with various schools demonstrates his deep commitment to creating sustainable, replicable solutions that have led to the filling of over a hundred new RN positions.

What truly sets Dr. Remegio apart is the sustained impact of his work. His initiatives do not end with implementation; they evolve, expand, and continue to deliver value over time. The Nursing Leadership Academy, Dedicated Education Units, systemwide preceptor programs, and safe patient handling strategies he established are now embedded into organizational culture, supported by governance structures, and producing ongoing improvements in retention and professional growth.

His ability to anticipate emerging workforce needs, such as faculty shortages, international nurse transition support, and documentation burden, demonstrates a forward-looking approach that ensures long-term relevance and resilience. Beyond organizational boundaries, Dr. Remegio contributes to the national discourse through presentations, publications, advisory roles, and mentorship. He was a member of the 2021 Nursing Professional Development Scope and Standards Workgroup, which had significant revisions integrating new standards on mentorship, advocacy, and health equity. As a national leader who has worked closely with Dr. Warly Remegio across community, organizational, and advocacy initiatives for over a decade, I can attest that his contributions to the Philippine Nurses Association of America (PNAA) and its chapters, particularly during the COVID 19 pandemic, represent some of the most significant, substantive, and sustained impacts in the organization’s history. His leadership embodies service above self, strategic foresight, and an unwavering commitment to safeguarding both the nursing workforce and the communities they serve.

Dr. Remegio’s significant impact was most visible during his tenure as President of the Philippine Nurses Association of New York (PNA NY) at the height of the pandemic. At a time when Filipino nurses were disproportionately affected, he mobilized rapid, coordinated action to protect frontline workers. He forged partnerships with hospitals, community organizations, government agencies, and private donors to secure and distribute thousands of PPE units, testing supplies, and essential resources. His leadership extended beyond New York, he collaborated with organizations in the Philippines to support overwhelmed healthcare facilities and vulnerable communities. His advocacy contributed to the early release of 5 million COVID-19 vaccines, ensuring faster access for Filipino communities and frontline workers. This achievement alone reflects a level of influence and impact rarely seen in community-based professional organizations.

The substantive impact of his work is reflected in the breadth of his initiatives and the populations they reached. Under his leadership, PNA NY became a central hub for crisis response, community education, and professional support. He co-led the Filipino American Health Forum, facilitating weekly culturally responsive public health campaigns, virtual mental health education forums, and community vaccination drives that reached thousands of Filipino Americans nationwide. His ability to convene cross-sector partners, local government officials, consular officials, national PNAA leaders, and global Filipino organizations strengthened PNAA's visibility and credibility as a key stakeholder in public health and workforce advocacy. His work elevated the voices of Filipino nurses in national conversations about equity, workplace safety, and the disproportionate impact of COVID-19 on minority healthcare workers. In 2023, due to his leadership efforts and contributions during the pandemic, he was awarded as Bayani ng Mundo (Global Nurse Hero) by the Philippine Nurses Association Foundation, and PNA New York, Inc. was awarded the 2024 Presidential Awards for Filipino Individuals and Organizations under the Lingkod sa Kapwa Pilipino (LINKAPIL) category.

Dr. Remegio’s leadership during one of the most challenging periods in modern healthcare exemplifies the highest ideals of nursing: courage, compassion, innovation, and service. His contributions have protected frontline workers, empowered communities, and elevated the Filipino nursing voice nationally and globally.
